<p>As <a title="Komen’s Conflicts: Defunding Planned Parenthood Exposes the Politics of Breast Cancer’s Biggest Fundraiser" href="http://www.ourbodiesourblog.org/blog/2012/02/komens-conflicts-defunding-planned-parenthood-exposes-the-politics-of-breast-cancers-biggest-fundraiser" target="_self">Komen was committing a huge PR failure</a>, it became clear via Facebook, Twitter and a new Tumblr site, <a title="Planned Parenthood Saved Me" href="http://plannedparenthoodsavedme.tumblr.com/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/plannedparenthoodsavedme.tumblr.com/?referer=');">Planned Parenthood Saved Me</a>, that many women value and rely on Planned Parenthood for breast cancer exams and other preventive health services. A slam-dunk week for Planned Parenthood.</p>
<p>We need to make it a slam-dunk month. What Komen, and <a title="More on their campaign aimed at ending Komen Foundation funding of Planned Parenthood services for breast cancer screening" href="http://womensmediacenter.com/blog/2012/02/statement-from-womens-media-center-on-komen-foundation-and-planned-parenthood/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/womensmediacenter.com/blog/2012/02/statement-from-womens-media-center-on-komen-foundation-and-planned-parenthood/?referer=');">the evangelicals</a>, and Republican Rep. Cliff Stearns, who launched the <a title="Planned Parenthood Investigation Is An Abuse Of Government Resources, Democrats Charge" href="http://www.huffingtonpost.com/2011/09/27/planned-parenthood-investigation-government-resources_n_984002.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.huffingtonpost.com/2011/09/27/planned-parenthood-investigation-government-resources_n_984002.html?referer=');">pointless political inquiry</a>, and the <a title="The Men Behind the War on Women" href="http://www.huffingtonpost.com/2011/11/01/the-men-behind-the-war-on_n_1069406.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.huffingtonpost.com/2011/11/01/the-men-behind-the-war-on_n_1069406.html?referer=');">U.S. Conference of Catholic Bishops</a> are really mad at Planned Parenthood about is this:</p>
<p>Part of what they do is help people plan. Parenthood. You know. They support birth control. In some cases, they provide it. Like your corner drugstore, but better.</p>
<p>And this week, the bishops are howling about it because the Obama administration <a title="Obama Reaffirms Insurers Must Cover Contraception" href="http://www.nytimes.com/2012/01/21/health/policy/administration-rules-insurers-must-cover-contraceptives.html?pagewanted=all " target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.nytimes.com/2012/01/21/health/policy/administration-rules-insurers-must-cover-contraceptives.html?pagewanted=all&amp;referer=');">refused to grant</a> a broad religious exemption to contraception coverage.</p>
<p>Never mind that <a title="Guttmacher report on contraception use" href="http://www.guttmacher.org/media/nr/2011/04/13/index.html " target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.guttmacher.org/media/nr/2011/04/13/index.html?referer=');">virtually all Catholics use birth control</a>, that the Church itself only began to oppose it in 1968, that the Pope <a title="Pope's statement on condoms" href="http://www.catholicsforchoice.org/PopesStatementonCondoms.asp" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.catholicsforchoice.org/PopesStatementonCondoms.asp?referer=');">recently conceded</a> that condoms are useful, and approved condom use for stopping the transmission of AIDS.</p>
<p>Never mind that most Catholic-affiliated hospitals, schools and charities cover birth control in their health plans &#8212; health plans that come out of the wages employees earn themselves.</p>
<p>Never mind that undergraduate and graduate  <a title="Ruling on Contraception Draws Battle Lines at Catholic Colleges" href="http://www.nytimes.com/2012/01/30/health/policy/law-fuels-contraception-controversy-on-catholic-campuses.html?_r=3&amp;ref=health&amp;pagewanted=all" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.nytimes.com/2012/01/30/health/policy/law-fuels-contraception-controversy-on-catholic-campuses.html?_r=3_amp_ref=health_amp_pagewanted=all&amp;referer=');">students are fighting for coverage</a> &#8212; and are still being denied, even for medical reasons.</p>
<p>Close to every cent the Church has not spent settling lawsuits against priests who sexually molested children has gone into this week’s media campaign to rile up opposition to covering birth control.</p>
<p>So far they’re doing a pretty effective job of it. The Obama administration is standing firm, but Congress is still on the warpath.</p>
<p>You can send a message that you stand <a title="Protect Birth-Control Coverage for Millions of Women" href="https://secure.prochoiceamerica.org/site/Advocacy?cmd=display&amp;page=UserAction&amp;id=5119&amp;autologin=true" target="_blank" onclick="pageTracker._trackPageview('/outgoing/secure.prochoiceamerica.org/site/Advocacy?cmd=display_amp_page=UserAction_amp_id=5119_amp_autologin=true&amp;referer=');">against attacks on birth control</a> and <a title="Stand with Planned Parenthood and Protect Access to Women's Health" href="http://www.plannedparenthoodaction.org/get-involved/2011-congressional-attacks-womens-health-care-1024.htm" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.plannedparenthoodaction.org/get-involved/2011-congressional-attacks-womens-health-care-1024.htm?referer=');">with Planned Parenthood</a>. The organization just <a title="Planned Parenthood Defends Obama Against Catholic Criticism" href="http://abcnews.go.com/blogs/politics/2012/02/planned-parenthood-defends-obama-against-catholic-criticism/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/abcnews.go.com/blogs/politics/2012/02/planned-parenthood-defends-obama-against-catholic-criticism/?referer=');">launched a TV ad campaign</a> in support of contraception coverage (watch below).</p>
<p>And learn more about <a title="The Men Behind the War on Women" href="http://www.huffingtonpost.com/2011/11/01/the-men-behind-the-war-on_n_1069406.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.huffingtonpost.com/2011/11/01/the-men-behind-the-war-on_n_1069406.html?referer=');">the men behind the war on women</a>. Komen for the Cure to <a title="Cancer Group Halts Financing to Planned Parenthood" href="http://www.nytimes.com/2012/02/01/us/cancer-group-halts-financing-to-planned-parenthood.html?scp=4&amp;sq=komen&amp;st=cse" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.nytimes.com/2012/02/01/us/cancer-group-halts-financing-to-planned-parenthood.html?scp=4_amp_sq=komen_amp_st=cse&amp;referer=');">stop giving grants to Planned Parenthood affiliates</a> reflects a growing anger across the country over the intrusion of political ideology in matters concerning women&#8217;s health.</p>
<p>It&#8217;s fair to say the well-funded foundation had not thought through, or vastly underestimated, the criticism it would receive for making a thinly veiled political decision to cut off funding for breast-screening exams for low-income women. And based on the level of disapproval it&#8217;s facing, it may be sometime before Komen can recover.</p>
<p>In the meantime, its decision may well be remembered for activating people who, up until now, may not have given much thought to the right-wing influence on women&#8217;s health care.</p>
<p>It&#8217;s surprisingly easy for people to separate politics from their own lives. While they might believe certain political decisions are not very smart, they are unlikely to speak up if it does not affect them. But the breast cancer community, comprised of women recently diagnosed, survivors, family members and advocates of more research funding, has long been portrayed as one big family &#8212; largely by Komen, which sponsors the very popular and very pink fundraising walks.</p>
<p>For Komen to cut out some of that family &#8212; because of pressure from anti-abortion activists who refuse to acknowledge Planned Parenthood&#8217;s delivery of vital health care services &#8212; simply strikes too close to home.</p>
<p>Deana Rohlinger, an associate professor at Florida State University who studies women&#8217;s groups, said on <a title="Planned Parenthood Vs. Komen: Women's Health Giants Face Off Over Abortion" href="http://www.npr.org/templates/transcript/transcript.php?storyId=146242621" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.npr.org/templates/transcript/transcript.php?storyId=146242621&amp;referer=');">NPR&#8217;s &#8220;All Things Considered&#8221; this week</a>, &#8220;It&#8217;s not a secret by any stretch of the imagination that Planned Parenthood does abortion. That&#8217;s not brand new information. But for some people, that Komen is getting politically involved is.&#8221;</p>
<p>The truth is that Komen has been politically involved for some time. OBOS Executive Director Judy Norsigian, in an <a title="Komen Says Efficiency, Not Politics, Drove Planned Parenthood Change" href="http://www.npr.org/blogs/health/2012/02/02/146258585/komen-says-efficiency-not-politics-drove-planned-parenthood-change" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.npr.org/blogs/health/2012/02/02/146258585/komen-says-efficiency-not-politics-drove-planned-parenthood-change?referer=');">interview on &#8220;Morning Edition,&#8221;</a> noted that Komen&#8217;s founder and CEO Nancy Brinker has been a longtime Republican supporter and fundraiser, &#8220;and on many occasions has supported policies that most supporters of Komen probably wouldn&#8217;t approve of.&#8221; Some of those policies are outlined in this <a title="Behind the Pink Curtain" href="http://www.dailykos.com/story/2012/02/01/1060885/-Behind-the-Pink-Curtain-Komens-Political-Agenda" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.dailykos.com/story/2012/02/01/1060885/-Behind-the-Pink-Curtain-Komens-Political-Agenda?referer=');">posting at Daily Kos</a>.</p>
<p>But it took pulling money for breast cancer screening from one of the most popular organizations serving women of all backgrounds to blow open Komen&#8217;s politics.</p>
<p>According to <a title="AP Exclusive: Amid abortion debate, Komen cancer charity halting grants to Planned Parenthood" href="http://www.washingtonpost.com/national/ap-exclusive-amid-abortion-debate-komen-cancer-charity-halting-grants-to-planned-parenthood/2012/01/31/gIQA5LbffQ_story.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.washingtonpost.com/national/ap-exclusive-amid-abortion-debate-komen-cancer-charity-halting-grants-to-planned-parenthood/2012/01/31/gIQA5LbffQ_story.html?referer=');">news reports</a>, Komen&#8217;s president, Elizabeth Thompson, told Cecile Richards, president of the Planned Parenthood Federation of America, in a phone call in December that it would not be renewing its grants. The funding totaled around $680,000 in 2011 and $580,000 in 2010 for breast-cancer screening and other breast-health services offered at 19 Planned Parenthood affiliates.</p>
<p>The reason given was that the charity had adopted new rules barring grants to organizations under investigation by local, state or federal authorities, and Planned Parenthood was under House investigation. It is, of course, very easy to open an investigation without merit. In this case, Republican Rep. Cliff Stearns of Florida <a title="Planned Parenthood Investigation" href="http://www.huffingtonpost.com/2011/09/27/planned-parenthood-investigation-government-resources_n_984002.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.huffingtonpost.com/2011/09/27/planned-parenthood-investigation-government-resources_n_984002.html?referer=');">launched an inquiry</a> last fall to determine whether Planned Parenthood spent public money on abortions, which is prohibited by federal law. The inquiry was seen as a far-reaching political ploy to discredit the organization, after Republicans failed to cut off Planned Parenthood funding.</p>
<p>Reps. Henry Waxman and Diana DeGette, both Democrats, <a title="Ranking Members Waxman and DeGette Urge Chairman Stearns to Reconsider Planned Parenthood Investigation" href="http://democrats.energycommerce.house.gov/index.php?q=news/ranking-members-waxman-and-degette-urge-chairman-stearns-to-reconsider-planned-parenthood-inves" target="_blank" onclick="pageTracker._trackPageview('/outgoing/democrats.energycommerce.house.gov/index.php?q=news/ranking-members-waxman-and-degette-urge-chairman-stearns-to-reconsider-planned-parenthood-inves&amp;referer=');">sent a letter to Stearns</a> questioning the basis for the investigation, noting in part that federal audits &#8220;have not identified any pattern of misuse of federal funds, illegal activity, or other abuse that would justify a broad and invasive congressional investigation.&#8221;</p>
<p>It struck some as no coincidence that Komen had recently hired a new senior vice-president for public policy, Karen Handel. During her failed run for governor of Georgia in 2010, Handel <a title="Karen Handel on Life and Planned Parenthood" href="http://web.archive.org/web/20100921093610/http:/blog.karenhandel.com/2010/07/karen-handel-on-life-and-planned-parenthood/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/web.archive.org/web/20100921093610/http_/blog.karenhandel.com/2010/07/karen-handel-on-life-and-planned-parenthood/?referer=');">described herself</a> as &#8220;staunchly and unequivocally pro-life&#8221; and pledged to eliminate grant funding for breast and cervical cancer screening at Planned Parenthood.</p>
<p>The Atlantic&#8217;s <a title="Top Susan G. Komen Official Resigned Over Planned Parenthood Cave-In" href="http://www.theatlantic.com/health/archive/2012/02/top-susan-g-komen-official-resigned-over-planned-parenthood-cave-in/252405/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.theatlantic.com/health/archive/2012/02/top-susan-g-komen-official-resigned-over-planned-parenthood-cave-in/252405/?referer=');">Jeffrey Goldberg reports</a> that the no-investigations rule was, according to &#8220;three sources with direct knowledge of the Komen decision-making process,&#8221; created specifically as an excuse to dump Planned Parenthood, and that decision was driven by Handel. A former employee talked on the record about the resignation of Mollie Williams, Komen&#8217;s top public health official, who left the organization in protest:</p>
<blockquote><p>John Hammarley, who until recently served as Komen&#8217;s senior communications adviser and who was charged with managing the public relations aspects of Komen&#8217;s Planned Parenthood grant, said that Williams believed she could not honorably serve in her position once Komen had caved to pressure from the anti-abortion right. &#8220;Mollie is one of the most highly respected and ethical people inside the organization, and she felt she couldn&#8217;t continue under these conditions,&#8221; Hammarley said. &#8220;The Komen board of directors are very politically savvy folks, and I think over time they thought if they gave in to the very aggressive propaganda machine of the anti-abortion groups, that the issue would go away. It seemed very short-sighted to me.&#8221;</p></blockquote>
<p><strong>Lessons on Media Strategy</strong></p>
<p>From a PR perspective, it&#8217;s been a disaster for Komen. Previously, the foundation has had to deal with a small number of <a title="Toledo bishop pulls the rug out from under Komen anti-cancer group" href="http://www.cleveland.com/schultz/index.ssf/2011/07/toledo_bishop_pulls_the_rug_ou.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.cleveland.com/schultz/index.ssf/2011/07/toledo_bishop_pulls_the_rug_ou.html?referer=');">anti-abortion activists</a> who dismiss all of Planned Parenthood&#8217;s <a title="Planned Parenthood Services" href="http://www.plannedparenthood.org/files/PPFA/PP_Services.pdf" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.plannedparenthood.org/files/PPFA/PP_Services.pdf?referer=');">vital healthcare services</a> (pdf) out of hand because a small percentage of its work is abortion-related (3 percent of services in 2010 &#8212; cancer screening and prevention accounted for 14.5 percent) and who don&#8217;t understand how grants work. Some of them erronesously believe abortion raises a woman&#8217;s risk of breast cancer, though numerous studies and the National Cancer Institute have <a title="NCI's Statement on Abortion, Miscarriage, and Breast Cancer Risk" href="http://www.cancer.gov/cancertopics/factsheet/Risk/abortion-miscarriage" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.cancer.gov/cancertopics/factsheet/Risk/abortion-miscarriage?referer=');">affirmed it does not</a>.</p>
<p>Now Komen must confront the wrath of its own supporters, many of whom have raised thousands of dollars for Komen over the years and won&#8217;t stand for political shenanigans. Based on interviews and comments left on Komen&#8217;s discussion forum and elsewhere online, many of those women who have developed strong ties with the breast cancer community are looking to send their money elsewhere.</p>
<p>Kivi Leroux Miller, a nonprofit communications strategist, <a title="Did Susan G. Komen turn itself into a lightning rod?  Read more: http://www.politico.com/news/stories/0212/72328.html#ixzz1lH95QakN" href="http://www.politico.com/news/stories/0212/72328.html#ixzz1lFK36hk2" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.politico.com/news/stories/0212/72328.html_ixzz1lFK36hk2?referer=');">told Politico</a> that Komen &#8220;pretty much cut their fundraising support in half.&#8221;</p>
<p>&#8220;I don’t think they meant to make a huge political statement, but it was extremely naïve of them to think this wasn’t hyper-political,” Miller continued. &#8220;They have dove head first into the abortion debate — in fact, they fell into the pool — and whoever is doing their communications doesn’t know how to swim.&#8221;</p>

<p>In another brilliant stroke of online activism, media technologist <a title="Deanna Zandt's website" href="http://www.deannazandt.com/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.deannazandt.com/?referer=');">Deanna Zandt</a> yesterday launched a <a title="Planned Parenthood Saved Me" href="http://plannedparenthoodsavedme.tumblr.com/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/plannedparenthoodsavedme.tumblr.com/?referer=');">Tumblr site for people to submit stories</a> about how Planned Parenthood literally saved or changed their lives by providing birth control and affordable preventive health care. Here&#8217;s <a title="A Routine Screening Saved My Life" href="http://plannedparenthoodsavedme.tumblr.com/post/16909412437/a-routine-screening-at-planned-parenthood-saved-my-life" target="_blank" onclick="pageTracker._trackPageview('/outgoing/plannedparenthoodsavedme.tumblr.com/post/16909412437/a-routine-screening-at-planned-parenthood-saved-my-life?referer=');">one of the many stories</a> you&#8217;ll see:</p>
<blockquote><p>I had gone back to school in my late 20s and was temporarily uninsured. I went to Planned Parenthood in Manhattan for my yearly checkup and contraceptives. They detected abnormal cervical cells that were precancerous, and soon afterward they performed cryosurgery to remove the cells. The fee was something this temporarily poor college student could afford. I remained loyal to PP for my annual checkup. Several years later, they found a breast lump and guided me to further screening (by then, I was insured again). I was fortunate that it turned out to be nothing, but my knowledge that PP would be there for me no matter what put my mind at ease during that week between tests.</p></blockquote>
<p>Planned Parenthood has benefited greatly, in funding as well as good will. It received nearly $400,000 in donations in the first 24 hours after the Komen news broke. New York City Mayor Michael Bloomberg announced Thursday he would <a title="Mayor to Give $250,000 to Planned Parenthood" href="http://cityroom.blogs.nytimes.com/2012/02/02/bloomberg-to-give-250000-to-planned-parenthood/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/cityroom.blogs.nytimes.com/2012/02/02/bloomberg-to-give-250000-to-planned-parenthood/?referer=');">personally give Planned Parenthood a $250,000 matching gift</a>, donating $1 for ever new dollar Planned Parenthood raises up to $250,000. <p><strong>Critiques Against Komen Go Beyond Political Bias</strong></p>
<p>Komen seemed to completely misjudge the extent of the fallout, refusing to make spokespeople available Tuesday and failing to respond quickly on Facebook or Twitter. Brinker, Komen&#8217;s founder, finally appeared in a <a title="Nancy Brinker " href="http://www.youtube.com/watch?v=I4oOh6JhayA&amp;feature=player_embedded" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.youtube.com/watch?v=I4oOh6JhayA_amp_feature=player_embedded&amp;referer=');">video posted to YouTube</a> late Wednesday, terming the criticisms a &#8220;dangerous distraction.&#8221; She said the decision resulted from a review of grants and standards and pledged that the changes in grantmaking would enable Komen to ultimately help more women. Brinker also said Komen would &#8220;never turn our backs on women who need us the most.&#8221;</p>
<p>That remains debatable. While the public outcry stems from learning that Komen currently is not acting in the best interest of women&#8217;s health, its critics have long questioned whether the enormous amount of money Komen raises is put to good use. For instance, Komen only recently decided to start looking at the environmental causes of breast cancer &#8212; something groups like <a title="Breast Cancer Action" href="http://bcaction.org/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/bcaction.org/?referer=');">Breast Cancer Action</a> and <a title="Silent Spring Institute" href="http://www.silentspring.org/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.silentspring.org/?referer=');">Silent Spring Institute</a> have long advocated for.</p>
<p>In recent years, there&#8217;s been growing criticism of Komen&#8217;s ties to companies that don pink ribbons each year while developing products that contain carcinogens and increase cancer risks. (Remember the <a title="Honey! I'm curing cancer!" href="http://www.youtube.com/watch?v=bIBdh0BIze8&amp;feature=player_embedded#!" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.youtube.com/watch?v=bIBdh0BIze8_amp_feature=player_embedded&amp;referer=');">mocked &#8220;Buckets for the Cure&#8221; hookup with Kentucky Fried Chicken</a>?) This practice, <a title="Read our blog posts on pinkwashing" href="http://www.ourbodiesourblog.org/?s=pinkwashing" target="_self">known as pinkwashing</a>, sparked BCA&#8217;s <a title="Think Before You Pink" href="http://thinkbeforeyoupink.org" target="_blank" onclick="pageTracker._trackPageview('/outgoing/thinkbeforeyoupink.org?referer=');">Think Before Your Pink campaign</a>. As Barbara Brenner, former BCA director, <a title="Are Charities Doing Enough To Fight Breast Cancer?" href="http://www.npr.org/templates/story/story.php?storyId=130810038" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.npr.org/templates/story/story.php?storyId=130810038&amp;referer=');">told NPR in 2010</a>: &#8220;If shopping could cure breast cancer, it would be cured by now.&#8221;</p>
<p>In addition, Komen&#8217;s screening guidelines are at odds with recommendations put forth in 2009 by the U.S. Preventive Services Taskforce &#8212; guidelines that <a title="New Mammogram Guidelines Are Causing Confusion, But Here’s Why They Make Sense" href="http://www.ourbodiesourblog.org/blog/2009/11/mammograms-guidelines-are-causing-confusion-but-they-make-sense" target="_blank">OBOS explained in detail back then and fully supports</a>. Komen&#8217;s promotion of certain drugs used to treat breast cancer has also come under scrutiny.</p>
<p>&#8220;In the past, they&#8217;ve let women down by insisting that the FDA should continue to approve Avastin as an effective treatment for breast cancer when new evidence sadly showed, that it&#8217;s not,&#8221; Cindy Pearson, executive director of the National Women&#8217;s Health Network, said on <a title="Komen Says Efficiency, Not Politics, Drove Planned Parenthood Change" href="http://www.npr.org/blogs/health/2012/02/02/146258585/komen-says-efficiency-not-politics-drove-planned-parenthood-change" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.npr.org/blogs/health/2012/02/02/146258585/komen-says-efficiency-not-politics-drove-planned-parenthood-change?referer=');">NPR&#8217;s &#8220;Morning Edition.&#8221;</a> &#8220;They&#8217;ve also insisted that screening for breast cancer start at a young age and be very frequent when evidence shows it&#8217;s not that much of a slam dunk anymore.&#8221;</p>
<p>Writing in The Atlantic, Linda Hirshman <a title="The Komen Foundation's Black Eye" href="http://www.theatlantic.com/politics/archive/2012/02/the-komen-foundations-black-eye/252388/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.theatlantic.com/politics/archive/2012/02/the-komen-foundations-black-eye/252388/?referer=');">raises another question</a>:</p>
<blockquote><p>In a ghastly coincidence, the same day Komen pulled the money from Planned Parenthood because Stearns thought they were spending federal funds on abortions, the Journal of the America Medical Association published a damning study that almost half of women receiving second surgeries after lumpectomies didn&#8217;t need the procedure. Painful, disfiguring, unnecessary surgery. At least three of the four sites studied in the JAMA report &#8212; the University of Vermont, Kaiser Permanente Colorado, and the Marshfield Clinic &#8212; has a relationship with the Komen Foundation. Kaiser Permanente is a &#8220;corporate campaign partner,&#8221; the University of Vermont received a research grant, the Central Wisconsin Komen affiliate sponsors programs at the Marshfield Clinic. Maybe Komen should concentrate their granting criteria on whether the recipients are actually helping cancer patients.</p></blockquote>
<p>But for now, the spotlight is on Komen&#8217;s politics.</p>
<p>The <a title="Cancer charity halts grants to Planned Parenthood" href="http://news.yahoo.com/cancer-charity-halts-grants-planned-parenthood-203220953.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/news.yahoo.com/cancer-charity-halts-grants-planned-parenthood-203220953.html?referer=');">AP&#8217;s David Crary spoke with Patrick Hurd</a>, CEO of Planned Parenthood of Southeastern Virginia, a recipient of a 2010 grant from Komen. His wife, Betsi, has participated in several Komen for the Cure fundraising races and is currently battling breast cancer.</p>
<p>&#8220;We&#8217;re kind of reeling,&#8221; Hurd said. &#8220;It sounds almost trite, going through this with Betsi, but cancer doesn&#8217;t care if you&#8217;re pro-choice, anti-choice, progressive, conservative,&#8221; Hurd said. &#8220;Victims of cancer could care less about people&#8217;s politics.&#8221;</p>
<p>Unless those holding the purse strings play politics with cancer.</p>

			<content:encoded><![CDATA[<p>Last week, <a href="http://www.ourbodiesourblog.org/blog/2011/12/evidence-trampled-by-politics-hhs-secretary-sebelius-overrides-fda-decision-on-otc-emergency-contraception" target="_blank">we wrote</a> about a controversial decision by HHS Secretary Kathleen Sebelius, who overruled the FDA&#8217;s decision that emergency contraception should be made available over the counter to women of all ages.</p>
<p>On Friday, former FDA official Susan Wood issued her response to the move in the <a href="http://www.washingtonpost.com/opinions/with-the-plan-b-decision-the-obama-administration-broke-its-promise/2011/12/08/gIQAznYqiO_print.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.washingtonpost.com/opinions/with-the-plan-b-decision-the-obama-administration-broke-its-promise/2011/12/08/gIQAznYqiO_print.html?referer=');">Washington Post</a>, rejecting Sebelius&#8217;s claim that more data is needed on safety and label comprehension for the youngest of possible emergency contraception users:</p>
<blockquote><p>&#8230;this type of age restriction, and worries about the use of medicines by teenagers, have not been applied to other products&#8230;Indeed, for no other over-the-counter medication has the FDA ever required extra data for a particular age group. (This extra data on younger teenagers was provided to the FDA in the latest application by the company.)</p>
<p>But somehow, the prescription requirement for Plan B — which is very safe and impossible to overdose on — remains in place for those younger teens who are in the unfortunate situation of being at risk of pregnancy and who need emergency contraception immediately.</p></blockquote>
<p>Wood also notes that because the age restriction remains, access for older women remains restricted &#8211; emergency contraception is available without a prescription for those over 17, but is still behind a pharmacy counter.</p>
<p>Wood previously served as assistant FDA commissioner for women&#8217;s health and director of the Office of Women&#8217;s Health. She resigned in 2005 because of past politically motivated delays in emergency contraception approval, <a href="http://www.washingtonpost.com/wp-dyn/content/article/2005/08/31/AR2005083101271.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.washingtonpost.com/wp-dyn/content/article/2005/08/31/AR2005083101271.html?referer=');">stating at that time</a>:</p>
<blockquote><p>I can no longer serve as staff when scientific and clinical evidence, fully evaluated and recommended for approval by the professional staff here, has been overruled.</p></blockquote>
<p>Now, Wood calls out Obama for breaking his promise to the American people by allowing this overruling:</p>
<blockquote><p>In his scientific integrity memo, the president stated: “When scientific or technological information is considered in policy decisions, the information should be subject to well-established scientific processes, including peer review where appropriate, and each agency should appropriately and accurately reflect that information in complying with and applying relevant statutory standards.”</p>
<p>In overturning the well-considered, scientifically based decision of the FDA, Sebelius and the Department of Health and Human Services certainly did not &#8220;appropriately and accurately reflect&#8221; the available scientific information&#8230;The president should stand by the principles of scientific integrity and restore science to its rightful place. He should support the FDA commissioner and direct the secretary to allow the agency to do its job. By doing so he will fulfill the promise of that beautiful day in March 2009 when he pledged that science would trump politics, not the other way around.</p></blockquote>

			<content:encoded><![CDATA[<p>Yesterday, Health and Human Services head Kathleen Sebelius interfered with the FDA&#8217;s decision that emergency contraception could safely be made available over the counter (OTC) without a prescription to women and girls of all ages.</p>
<p>The drug is already available without a prescription for women 17 and older, after years of political wrangling. Advocates have worked to ensure OTC access because emergency contraception is most effective when used as soon as possible, and time, distance, money, and privacy can be serious barriers to getting a prescription and obtaining the drug in time to prevent pregnancy.</p>
<p>The FDA&#8217;s Center for Drug Evaluation and Research (CDER) had completed a review of the issue and concluded that Plan B One-Step emergency contraception should be available OTC to younger women, which Commissioner Margaret Hamburg <a href="http://www.fda.gov/NewsEvents/Newsroom/ucm282805.htm" onclick="pageTracker._trackPageview('/outgoing/www.fda.gov/NewsEvents/Newsroom/ucm282805.htm?referer=');">explains</a>:</p>
<blockquote><p>Based on the information submitted to the agency, CDER determined that the product was safe and effective in adolescent females, that adolescent females understood the product was not for routine use, and that the product would not protect them against sexually transmitted diseases. Additionally, the data supported a finding that adolescent females could use Plan B One-Step properly without the intervention of a healthcare provider&#8230;CDER experts, including obstetrician/gynecologists and pediatricians, reviewed the totality of the data and agreed that it met the regulatory standard for a nonprescription drug and that Plan B One-Step should be approved for all females of child-bearing potential.</p></blockquote>
<p>That&#8217;s when Sebelius <a href="http://www.hhs.gov/news/press/2011pres/12/20111207a.html" onclick="pageTracker._trackPageview('/outgoing/www.hhs.gov/news/press/2011pres/12/20111207a.html?referer=');">stepped in</a> and blocked the findings of CDER from taking effect. In <a href="http://www.hhs.gov/news/press/2011pres/12/20111207a.pdf" onclick="pageTracker._trackPageview('/outgoing/www.hhs.gov/news/press/2011pres/12/20111207a.pdf?referer=');">her letter</a> [PDF] overruling the FDA&#8217;s findings, Sebelius objected that &#8220;The label comprehension and actual use studies submitted to the FDA do not include data on all ages for which the drug would be approved and available over-the-counter.&#8221;</p>
<p>That data is not available for the vast majority of over-the-counter drugs on sale to all age groups without a prescription. Many OTC drugs (like acetominophen and aspirin) can have serious, even fatal, effects if taken inappropriately because of deliberate misuse or misunderstanding the label and instructions. You will not find data on safety and label comprehension for every possible age group for these medicines, yet they are readily available OTC in adult doses to consumers of any age.</p>
<p>Former FDA official Susan Wood &#8211; who resigned after a previous round of political interference in emergency contraception &#8211; <a href="http://www.npr.org/blogs/health/2011/12/08/143324779/womens-groups-outraged-by-ruling-on-morning-after-pill" onclick="pageTracker._trackPageview('/outgoing/www.npr.org/blogs/health/2011/12/08/143324779/womens-groups-outraged-by-ruling-on-morning-after-pill?referer=');">agrees</a>:</p>

Are we going to go and now do this with all products, or are contraceptives once again being singled out for this special treatment and this extra standard when we&#8217;re talking about a very safe and very effective product that can really help women?&#8221;</p></blockquote>

		<title>Memphis, TN Gives Family Planning Funds to Religious Organization That Plans to Deny Services</title>

			<content:encoded><![CDATA[<p>In Memphis, TN, <strong>Title X family planning funds have been awarded to Christ Community Health Services</strong>, a religious health provider that has indicated that it may refuse to provide information, referrals, and some kinds of health care to Shelby County&#8217;s women.</p>
<p>Title X funds have historically gone to Planned Parenthood in Memphis; the move to give the funds to an anti-choice organization is part of nationwide efforts to defund Planned Parenthood because PP provides abortions. Existing laws already clearly prohibit Title X or other federal funds from being used for abortion services &#8211; the money goes to provide necessary services like contraception and cancer screenings.</p>
<p>Reports indicate that <strong>Christ Community has no intention of providing referrals to women who choose to have abortions, whether that is for personal or medical reasons.</strong> From <a href="http://www.commercialappeal.com/news/2011/sep/21/shelby-county-commission-defers-vote-family-planni/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.commercialappeal.com/news/2011/sep/21/shelby-county-commission-defers-vote-family-planni/?referer=');">a report</a> by a Memphis newspaper (emphasis added):</p>
<blockquote><p>[<em>Christ Community CEO</em>] Waller initially said the clinic refers patients to abortion providers if they request it, but he and Dr. Rick Donlon, a founding physician at the clinic, later called the newspaper to change that statement.</p>
<p>&#8220;We really try to provide women with other options and make sure they have those possibilities. And if they at the end still want a pregnancy termination, <em><strong>we know they know where to go</strong></em>,&#8221; Donlon said.</p></blockquote>
<p>&#8220;They know where to go.&#8221; That doesn&#8217;t exactly sound like a professional provider of medical services to me. The clinic leaders obviously made a point of contacting the newspaper to make sure it was clear that they would *not* provide referrals, demonstrating a clear intent to put religious belief ahead of the medical care of women who may consider or require abortions.</p>
<p>Christ Community <a href="http://www.commercialappeal.com/news/2011/oct/17/shelby-county-commission-votes-family-planning-con/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.commercialappeal.com/news/2011/oct/17/shelby-county-commission-votes-family-planning-con/?referer=');">has also said</a> <strong>it will not provide emergency contraception</strong>, only doing so through a third party. No details are available about how this will happen in practice, and how much additional time, travel and cost women may be subjected to in order to access this legal, previously available, and non-abortifacent medical care. This change clearly creates an additional burden for women seeking emergency contraception, and <strong>the women of Memphis currently have no guarantees that the third party provision will happen in a timely way</strong>, while timely administration of emergency contraception drugs is absolutely crucial for them to work.</p>
<p>I have not seen this discussed elsewhere, but <strong>it is also not readily apparent to me whether Christ Community would or could ever decide that any other forms of birth control are off-limits</strong> because of purely theoretical possibilities of preventing fertilized egg implantation. If we&#8217;re already providing the Title X money to a provider who can pick and choose services because of religious beliefs, I don&#8217;t see that refusing other forms of contraception is completely out of the question.</p>
<p>The organization also is <a href="http://www.citizenlink.com/2011/10/18/planned-parenthood-loses-memphis-contract/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.citizenlink.com/2011/10/18/planned-parenthood-loses-memphis-contract/?referer=');">reportedly</a> <strong>working to install &#8220;crisis pregnancy centers&#8221; at its locations</strong>; these centers are <a href="http://www.ourbodiesourblog.org/blog/2010/04/crisis-pregnancy-centers-continue-to-mislead-women" target="_blank">well</a> <a href="http://cpcwatch.org/About-CPCs.php" target="_blank" onclick="pageTracker._trackPageview('/outgoing/cpcwatch.org/About-CPCs.php?referer=');">known</a> for <a href="http://democrats.oversight.house.gov/images/stories/documents/20060717101140-30092.pdf" target="_blank" onclick="pageTracker._trackPageview('/outgoing/democrats.oversight.house.gov/images/stories/documents/20060717101140-30092.pdf?referer=');">providing false and misleading information</a> about abortion and exist to convince women not to choose abortion. Title X rules require &#8220;nondirective&#8221; counseling about abortion, and Planned Parenthood and other reputable providers who do provide abortions (using other, non-federal money) have processes and counselors in place to check whether women are certain of their decisions without pushing them in either direction.</p>
<p>Given the interest in installing deliberately biased in-house counseling and the stated intention to refuse to refer women out to other providers for abortion, it seems unlikely that Christ Community will be able to or has any intention of meeting the rules requiring factual, nondirective counseling. <strong>Women who cannot afford to access family planning care elsewhere will be subjected to a provider who clearly wishes to influence women&#8217;s choices, rather than providers who are committed to medical accuracy and offer women a full range of choices, supporting their right to individual decision-making about their bodies. </strong></p>
<p>One woman <a href="http://www.commercialappeal.com/news/2011/oct/17/shelby-county-commission-votes-family-planning-con/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.commercialappeal.com/news/2011/oct/17/shelby-county-commission-votes-family-planning-con/?referer=');">reports</a> that &#8220;Christ Community provides high-quality medical services, but that they sometimes come with a &#8216;sermon.&#8217;&#8221; She says she was told by a Christ Community provider, <strong>&#8220;If only my relationships with people and God were right, I would have fewer health problems.&#8221;</strong></p>
<p>In addition to these concerns, there may be other issues with Christ Community&#8217;s administration of the Title X funds. I&#8217;m not personally familiar with CCHS&#8217;s existing health clinics and services on the ground. A Memphis local informed me Christ Community does not take appointments &#8211;  patients must show up first thing in the morning and wait to be seen, and may even have to come back the next day if too many people show up. This is obviously not a good model for providing family planning services, especially when emergency contraception or other urgent services are needed or when women must take time off from jobs, school, or childcare in order to wait around for care. Although the organization&#8217;s website does have an &#8220;appointment line,&#8221; it indicates that this is to find out which clinics provide which services; I&#8217;d like to hear from others about whether this matches their experience at Christ Community clinics.</p>
<p>Another serious concern is that <strong>Christ Community&#8217;s proposal to provide these services clearly indicated that they would provide less care to fewer women than would Planned Parenthood</strong>. Steve Ross, of Memphis and blogging at Vibinc, has an excellent series chronicling the whole debacle, from the Tennessee state government pressuring the Memphis health department to take the funds despite their lack of capacity for family planning through to the current funding of Christ Community (parts <a href="http://www.vibincblog.com/?p=4093/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.vibincblog.com/?p=4093/&amp;referer=');">1</a>, <a href="http://www.vibincblog.com/?p=4177/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.vibincblog.com/?p=4177/&amp;referer=');">2</a>, <a href="http://www.vibincblog.com/?p=4208/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.vibincblog.com/?p=4208/&amp;referer=');">3</a>, and <a href="http://www.vibincblog.com/?p=4257/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.vibincblog.com/?p=4257/&amp;referer=');">4</a>). In <a href="http://www.vibincblog.com/?p=4177/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.vibincblog.com/?p=4177/&amp;referer=');">part 2</a>, he lays out the numbers and apparent relative deficiencies of the Christ Community proposal, including their lower numbers for proposed services and inconsistencies in how the proposals from Christ Community and Planned Parenthood were scored by local officials.</p>
<p>In <a href="http://www.vibincblog.com/?p=4208/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.vibincblog.com/?p=4208/&amp;referer=');">Part 3</a>, Steve points to the <a href="http://www.vibincblog.com/_titlex/Questionsanswers1.pdf" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.vibincblog.com/_titlex/Questionsanswers1.pdf?referer=');">questions asked by the potential providers</a> &#8211; Christ Community, Planned Parenthood, and a third non-religious applicant. Although they are unattributed, we can only assume that the following questions were asked by Christ Community, the only applicant with an explicit religious mission and on the record about refusing services because of beliefs. I think these are very telling about the intentions of the leadership of the organization that asked these questions, and how they plan to approach women&#8217;s health:</p>
<blockquote><p>In providing information about pregnancy termination, <strong>is it sufficient to have the referral information in writing?</strong> [My interpretation: In other words, do we even have to bother to actually have a conversation with women about this?]</p>
<p>If the information about pregnancy termination is provided, <strong>is the contractor allowed to indicate in wiriting (NOT coerce) – on a referral sheet or in the office that it does not provide that service because of its beliefs</strong>.</p>
<p><strong>If a contraceptive method is not provided on site by a provider because of the provider’s ethical beliefs</strong>, can the provider refer the client to another Title X provider who offers this method? If so, does the referring provider have to pay for the service?</p></blockquote>
<p><strong>The answers to these questions explicitly state that emergency contraception must be provided, the organization cannot choose not to provide forms of contraception because of its beliefs, and they are not allowed to talk about refusing abortion and referrals because of beliefs. Yet everything we&#8217;ve heard &#8211; as mentioned above &#8211; indicates that Christ Community plans to do exactly that. </strong></p>
<p>As Steve writes:</p>
<blockquote><p>To be honest, these three questions left me flabbergasted. Certainly individuals and associations of people are allowed to hold their own beliefs. Certainly, different physicians and networks of physicians have different preferred treatment plans. There’s plenty of room for this diversity out there in the private sector. However, when you choose to enter the public sector by seeking a contract for public dollars, you are bound by the requirements those public dollars place on you. If those requirements are unpalatable to you, then perhaps you shouldn’t seek them.</p></blockquote>
<p>Honestly, I&#8217;m sure this whole thing will end in lawsuits, and I wouldn&#8217;t be unhappy if HHS would intervene. In the meantime, poor women suffer.</p>

<p>President Obama has vowed to veto the bill, <a href="http://www.whitehouse.gov/sites/default/files/omb/legislative/sap/112/saphr358r_20111012.pdf" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.whitehouse.gov/sites/default/files/omb/legislative/sap/112/saphr358r_20111012.pdf?referer=');">stating</a>, &#8220;&#8230;the legislation intrudes on women&#8217;s reproductive freedom and access to health care and unnecessarily restricts the private insurance choices that women and their families have today.&#8221;</p>
<p>The Rachel Maddow Show had a nice piece on this last night which called out the Republicans for focusing on an ongoing war against women&#8217;s rights instead of focusing on the current unemployment situation. It includes another impassioned speech from Jackie Speier, who <a href="http://www.rhrealitycheck.org/blog/2011/02/18/video-must-video-cong-jackie-spierss-powerful-rebuke-cong-chris-smith-abortion" onclick="pageTracker._trackPageview('/outgoing/www.rhrealitycheck.org/blog/2011/02/18/video-must-video-cong-jackie-spierss-powerful-rebuke-cong-chris-smith-abortion?referer=');">spoke so strongly</a> against the bill earlier in the year. Graff&#8217;s great post</a> over at The American Prospect).</p>
<p>Meanwhile, over on Capitol Hill, the House Committee on Foreign Affairs <a title="House Advances Bill To Stop Funding UN Women's Health Program" href="http://www.huffingtonpost.com/2011/10/05/un-population-fund-house-cuts-womens-health-program_n_996872.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.huffingtonpost.com/2011/10/05/un-population-fund-house-cuts-womens-health-program_n_996872.html?referer=');">voted Wednesday to approve a bill</a> (<a title="House bill 2059" href="http://www.gpo.gov/fdsys/pkg/BILLS-112hr2059ih/pdf/BILLS-112hr2059ih.pdf" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.gpo.gov/fdsys/pkg/BILLS-112hr2059ih/pdf/BILLS-112hr2059ih.pdf?referer=');">H.R. 2059</a>) that would prohibit the U.S. government from providing funding to the <a title="United Nations Population Fund" href="http://www.unfpa.org/public/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.unfpa.org/public/?referer=');">United Nations Population Fund</a>.</p>
<p>The <a title="International Women's Health Coalition" href="http://www.iwhc.org/index.php" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.iwhc.org/index.php?referer=');">International Women&#8217;s Health Coalition</a>, in an alert sent out Wednesday morning on the assault on funding for services that help the world&#8217;s poorest women, noted that the bill&#8217;s sponsor, Rep. Renee Ellmers (R-NC), &#8220;may not understand how essential and cost effective UNFPA’s work to promote the health and rights of women and girls really is.&#8221;</p>
<p>Here&#8217;s what UNFPA does for the world’s poorest citizens (feel free to call Rep. Ellmer’s office, 202-225-4531, to share this information):</p>

<li>Access to contraception and family planning services</li>
<li>Midwifery and emergency obstetric care</li>
<li>Prevent HIV and other sexually transmitted infections</li>
<li>Prevent and treat obstetric fistula</li>
<li>Work to end female genital mutilation and other harmful traditional practices such as child marriage</li>
<li>Essential reproductive health services in post-conflict and disaster situations</li>
</ul>
</blockquote>
<p>We&#8217;ve heard the stories first-hand of how funding and access to services can save lives, yet right-wing politicians continue to malign the UNFPA out of ignorance and bias.</p>
<p>Reality check: The UNFPA &#8220;supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV, and every girl and woman is treated with dignity and respect.&#8221;</p>

<p>It was not until I started working at the <a title="Global Justice Center" href="http://www.globaljusticecenter.net/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.globaljusticecenter.net/?referer=');">Global Justice Center</a> that I learned that due to U.S. policy (not law, policy), it is almost impossible for a victim of war rape who becomes impregnated to have the option of abortion. That is because all humanitarian aid that the United States gives in areas of armed conflict to either governments or humanitarian organizations contains a blanket prohibition on any monies being used to provide abortions &#8212; or even information about abortion.</p>
<p>Yet under the Geneva Conventions, to which the United States has been a party for over 60 years, &#8220;wounded and sick&#8221; civilian victims of armed conflict are absolutely guaranteed the right to &#8220;comprehensive and non-discriminatory&#8221; medical care. The Global Justice Center is therefore contending that the United States is in violation of the Geneva Conventions by maintaining its current abortion restrictions on humanitarian funds in areas of armed conflict.</p>
<p>Our current initiative is the <a title="Geneva Project" href="http://www.globaljusticecenter.net/news-events/news/2011/August12th.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.globaljusticecenter.net/news-events/news/2011/August12th.html?referer=');">Geneva Project</a>, whereby we are harnessing the power of the Geneva Conventions to tackle the horrible problem of sexual violence deliberately used as a weapon and strategy during armed conflict in many parts of the world. <p>No doubt you have read about the epidemic of war rape going on in places such as the Democratic Republic of the Congo (DRC) and the Sudan, and that occurred during the genocides in Rwanda, the former Yugoslavia, Sierra Leone, and the intransigent conflicts in Columbia. During the recent uprising in Libya, the military was given Viagra to help them carry out rapes against the women living in areas of armed conflict. Right now, ethnic women are being raped by the military in Burma.</p>
<p>The military strategy of raping women is intended as a way of destroying families, communities and cultures. In Rwanda, girls and women were deliberately infected with HIV. In Yugoslavia, girls and women were gang-raped (typical form of war rape), impregnated, and then deliberately detained so as to force them to give birth to a child of a different ethnic group.</p>
<p>International courts have classified war rape as a war crime, and also as a form of torture. For those girls and women who become impregnated, the torture often continues, both psychologically and physically. Denial of abortions in this context frequently leads to desperate measures such as suicide or dangerous self-induced abortions.</p>
<p>We have learned that women being treated for war rape at internationally funded clinics often beg doctors for abortions but are turned away because these clinics can&#8217;t risk losing funding. By the time they reach these clinics, the time is often well past for using emergency contraception, which must be taken within a short period of time after the rape. Sometimes several donor countries give aid to an organization providing services to rape victims, but if U.S. funds are pooled with other countries&#8217; funds, the effect is that all such funds are restricted.</p>
<p>The 62nd anniversary of the Geneva Conventions is Friday, Aug. 12. An international &#8220;<a title="August 12 Campaign" href="http://www.globaljusticecenter.net/news-events/news/2011/August12th.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.globaljusticecenter.net/news-events/news/2011/August12th.html?referer=');">August 12th Campaign</a>&#8221; is underway, and we are asking organizations and individuals from around the world to commit to writing President Obama on Aug. 12 to urge him to lift these restrictions through an executive order (the current restrictions were put in place in the waning hours of the Bush administration). Many organizations &#8212; both prominent and small &#8212; throughout the world have committed to the campaign, which is heartening.</p>
<p>There is also a way for individuals to endorse our campaign, by <a title="Sign the petition " href="http://www.change.org/petitions/urge-the-president-to-lift-abortion-restrictions-on-us-humanitarian-aid" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.change.org/petitions/urge-the-president-to-lift-abortion-restrictions-on-us-humanitarian-aid?referer=');">signing an online petition to the President</a>. I am asking you to read this petition and, if you agree this policy should be changed, add your name to the list. Consider sending the link to your friends and posting your endorsement on Facebook and Twitter.</p>

			<content:encoded><![CDATA[<p>We received the following letter from <a href="http://www.pnhp.org/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.pnhp.org/?referer=');">Physicians for a National Health Program</a> yesterday regarding political negotiations that range from raising the eligibility age for Medicare and increasing costs for participants to dismantling the program altogether. It&#8217;s an important issue and we hope you&#8217;ll take the time to learn more :</p>
<blockquote><p>With the 46th anniversary of Medicare only a few weeks away (July 30), the program is in serious danger. &#8230; You may have seen the Washington Post <a href="http://www.washingtonpost.com/business/economy/in-debt-talks-obama-offers-social-security-cuts/2011/07/06/gIQA2sFO1H_story.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.washingtonpost.com/business/economy/in-debt-talks-obama-offers-social-security-cuts/2011/07/06/gIQA2sFO1H_story.html?referer=');">story</a> last week that said, “President Obama is pressing congressional leaders to consider a far-reaching debt-reduction plan that would force Democrats to accept major changes to Social Security and Medicare in exchange for Republican support for fresh tax revenue,” and as that part of his pitch he’s proposing “significant reductions in Medicare spending.”</p>
<p>Yesterday’s New York Times <a href="http://www.nytimes.com/2011/07/12/us/politics/12fiscal.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.nytimes.com/2011/07/12/us/politics/12fiscal.html?referer=');">reports</a> that the president has “agreed to consider a change in Medicare, which would have pushed up the eligibility requirement for recipients from the age of 65 to 67.” Others, such as Sen. Joseph Lieberman, I-Conn., have made similar proposals and are also <a href="http://www.pnhp.org/news/2011/july/joe-lieberman-and-his-medicare-gift" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.pnhp.org/news/2011/july/joe-lieberman-and-his-medicare-gift?referer=');">pushing</a> for increased cost-sharing by Medicare beneficiaries, e.g. much higher deductibles for doctors’ visits.</p>
<p>Such measures would unquestionably reduce access to health care by our nation’s elderly and severely disabled, worsen their health outcomes and increase financial hardship.</p>
<p>Still worse, others such as Rep. Paul Ryan, R-Wis., would <a href="http://www.pnhp.org/news/2011/april/ryan-turns-knife-on-medicare-medicaid" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.pnhp.org/news/2011/april/ryan-turns-knife-on-medicare-medicaid?referer=');">dismantle</a> the Medicare program altogether, replacing it with vouchers to buy private insurance.</p>
<p>As you know, PNHP has joined with others in calling for the protection of the Medicare and Medicaid programs, even as we have pointed out their limitations and advocated for a single-payer national health insurance program, an improved Medicare for all, as the best way to assure truly universal coverage and control costs.</p>
<p>We urge you to speak out on this issue and to submit a letter to the editor or an opinion piece to your local newspaper along these lines. Already a number of PNHP activists had their comments published, as illustrated by this <a href="http://www.pnhp.org/news/2011/july/improve-medicare-and-expand-it-to-all" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.pnhp.org/news/2011/july/improve-medicare-and-expand-it-to-all?referer=');">op-ed</a> by Dr. Jim Recht in Massachusetts and this <a href="http://www.pnhp.org/news/2011/july/improved-medicare-system-needed-for-all" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.pnhp.org/news/2011/july/improved-medicare-system-needed-for-all?referer=');">letter</a> by Ann Molison in Colorado.</p>
